Parliament to Reconvene Friday over Unresolved Issues
Ghanaian Parliament to reconvene following Speaker's summons to address pending legislative matters, including ministerial nominations and loan approvals.
In response to a summon issued by the Speaker of Parliament, Alban Sumana Kingsford Bagbin, on May 10, 2024, members of the Ghanaian Parliament are set to reconvene. This directive, in accordance with Article 112(3) of the Constitution and Standing Order 53 (1) and (2) of Parliament, calls for all 275 lawmakers to resume sitting.
The decision to reconvene stems from three unresolved matters left pending during the previous session. These include the adoption of the 34th report of the Appointments Committee for the approval of ministerial nominees, the consideration of a $150 million loan for the Greater Accra Resilient and Integrated Development project, and a request for tax exemptions under the One-District-One-Factory policy.
The call for reconvening Parliament follows a petition by the Majority Caucus, led by Majority Leader Alexander Afenyo-Markin, urging the Speaker to reconvene within seven days to address governmental business left unfinished. Citing constitutional provisions, the petition emphasized the obligation of the Speaker to summon Parliament upon such requests, which can be initiated by 15% of House members.
Currently, over 100 MPs from the Majority side have endorsed the petition, indicating widespread support for the recall. Afenyo-Markin underscored the legality of the move, emphasizing the necessity to address critical governmental matters.
The adjournment of the House sine die on March 20, 2024, occurred amid the unresolved issue of the President’s ministerial nominees. The Speaker cited legal constraints arising from an interlocutory injunction filed at the Supreme Court, which halted the vetting and approval process. Until the Supreme Court resolves the matter, the Speaker affirmed the Parliament's commitment to upholding the rule of law.
As Parliament prepares to reconvene, the focus remains on addressing the pending legislative tasks and advancing governmental agendas in line with constitutional mandates.
