Parliament Adjourns Indefinitely Amidst Legal Challenge to President's Ministerial Nominees
Parliament has adjourned sine die following a legal challenge involving an interlocutory injunction against the Speaker of Parliament regarding the consideration of President Akufo-Addo's ministerial nominees. The court process initiated by a Member of Parliament has put the vetting and approval of nominees on hold until the Supreme Court makes a determination.
The recent developments in Parliament concerning the consideration of President Nana Addo Dankwa Akufo-Addo's ministerial nominees are as follows:
-
Interlocutory Injunction: The Speaker of Parliament, Alban Sumana Kingsford Bagbin, informed the House that they were unable to proceed with considering the President's ministerial nominees due to an interlocutory injunction filed by a member of Parliament from the National Democratic Congress. This injunction was served on March 19, 2024, and it aimed to restrain the Speaker from vetting and approving the President's nominees until certain constitutional provisions were satisfied.
-
Court Process: The court process was initiated by Rockson-Nelson Etse K. Dafeamekpor, a Member of Parliament for South Dayi, and it was titled "Rockson-Nelson Etse K. Dafeamekpor vrs. The Speaker of Parliament and the Attorney -General (suit no. J1/12/2024)."
-
Adjournment Sine Die: Parliament adjourned sine die, meaning it adjourned indefinitely, without specifying a date for reconvening. This adjournment was in line with upholding the rule of law until the Supreme Court makes a determination regarding the application for interlocutory injunction.
-
Nominees Communication: Prior to these developments, President Akufo-Addo had communicated the nomination of several individuals for ministerial positions in accordance with articles 71(1) and 79(1) of the Constitution. The nominees include individuals for ministerial and deputy ministerial roles across various ministries such as Finance, Gender, Children and Social Protection, Information, Communication and Digitalisation, Health, Local Government, Energy, Works and Housing, Employment and Labour Relations, and Lands and Natural Resources.
However, due to the legal proceedings initiated by the Member of Parliament, the consideration of these nominees has been put on hold until the Supreme Court makes a determination on the matter.
